This is National Cycle Network route 72 (NCN72) passing under the A595 road as it heads east towards Distington. The road is a bypass of recent construction, opened in March 2009.

And next to the railway - the elevated tracks are visible on the left. The footbridge is so narrow that you have no choice but to cycle along it - wheeling a bike along it is practically impossible. Thankfully, I didn't meet anybody coming the other way (on foot or bike).
